Arduous Atlas doesn't give credit for extra modifiers

The Arduous Atlas challenge does not count additional modifiers added by Scarab of Risk or the Twist of Fate keystone. Is this expected?

And not only does the challenge not count the extra Twist of Fate modifiers, it also doesn't count all 8 mods if you run an 8-mod map, you only get 6 at the most
