Improved vaal vessel "casts volcanic fissure" question

Didn't play in two leagues, I'm unsure if it's a bug or a feature, but the vaal vessel in question, instead of normally casting from it's current position, spawned the volcanic fissures in quick repetition on top of me IKing my character. Has it alawys been this way?
