Small cluster jewels change the number of passives

Hello,

I've noticed something strange today. Some of my small cluster jewels dropped from 3 passives to two. At first I thought I must have overlooked the fact that they had 2 passives but I've checked all of them and about 1/3 changed randomly. I'm sure about them having 3 passives because I've used some of them.
This is truly bizarre and makes me worried about other things changing randomly. Does anybody has any experience like mine?
