That's a legacy jewel. Normally they'd have the extra socket as an enchant so no need to roll for it.
Don't think it can even roll a socket anymore. |

you can vendor recipe the jewel to remove the "1 Added Passive Skill is a Jewel Socket" as explicit and add as enchant
