Shattering Weapon Effects MTXs for Mines and Spells?

Hello! Was wondering if the Shattering Weapon Effect MTXs are functional with mines and spells, etc..., or only weapon attacks? The description does not specify, and the showcase shows nothing but bow attacks. Thanks! :)
