Runic shield monsters block with attack mastery "cannot block"

I don't know if i'm misunderstanding something but I have the "Monsters cannot block your attacks" Attack Mastery and the Runic Monsters with shields can still block my lightning arrow hits. I mean both the arrow trying to hit them and the AoE from hitting another monster near them without block. The other thing to add is other monsters closeby to the runic shield monsters don't take damage when the shield monster blocks the hit. If poedb is right and they have a 20-30% block chance, does that mean their block is AoE and everything in that AoE is also blocking? Idk, but this seems like it's not meant to work like this.
I've not noticed any other monster with block having this issue. Last bumped on Nov 10, 2024, 11:27:28 AM

This is not a block. Expedition's Unearthed Soldiers temporarily buff themselves and nearby allies with a directional proximity shield.

Could you elaborate on the proximity shield? I understand the directional part but don't understand how the shield works. Is it damage absorption, damage avoidance or massive block chance?

Proximity Shield removes the damage of hits coming from enemies outside the shield. Unlike the standard form of a dome, the Unearthed Soldiers shield only protects against frontal hits.
