Unable to enter The Hidden Underbelly

In act 8 on both The Grain Gate and The Bath House, you are not able to enter the hidden underbelly. Once discovering the entry the lantern of Arimor page dose not load the aflames and is stuck in a endless loading cycle.
I've tried login out and in to see if its just client base but this is not the case.
Even if I don't click the lantern and just click the entry way it still dose not let you enter the zone.

Glad im not the only one who noticed this.

I also cannot enter the hidden underbelly in necro settlers.

I opened all three grates in each of the three areas.

The wiki says it contains heist type monsters - I'm wondering if there's a quest state for heist content that's required to enter the area?
