Not allowed to save options if you try to change the language before logging in

If you attempt to change the language on the initial screen but you click "No", when you logging if you attempt to save the settings you will get the same message prompted regarding changing the language.


Steps to reproduce the bug:
- Launch POE
- Click on one of the flags above
- Click no on the message asking to restart
- Log in
- Go to options
- Change some of the options
- Click save
