Raise Spectre not working

I attempted to raise a crushclaw and pale seraphim earlier from another player and it was impossible to do so, even with a lvl 14 spectre gem. I had enough attributes, I turned off my auras for enough mana to raise them, and I made sure I took off my desecrate and spirit offering gems to make sure raising wouldn't be interrupted. It still wouldn't raise the spectres. I'm currently on a lvl 65 player if that makes a difference? The other player was able to raise the spectres on their own so I'm not sure if it was my instance so I restarted a couple of times and I still couldn't raise the spectres.
