Pantheon loosing souls now???

Why do I have to Re-capture a soul for the Pantheon that I have already captured to 're-enable this power'???

Is this a new 'feature'?

I have never had it happen in any league before Settlers.

If you did this on purpose it is not cool! Makes filling out the Pantheon a game of chance that just screws you an a random basis.

What gives?
