I have both relics in my inventory and at the altar. When I try to drag the relics into the altar the altar's inventory goes away and will not open again while holding the relic. Unable to progress quest further.

I had the same problem but it was fixed by holding ALT, then i could drag the relics into the slots

I REPEAT, CLICK AND DRAG THE RELIC TO THE ALTAR ICON, THAT'S WHY IT LOOKS SO WEIRD - It's a UI element.

It's because you have pressed Z to hide loot. Holding alt does work as well. Even after you have the relics in you have to hold alt to select a buff or just press Z and it will stay up like it is supposed to.
