Graphical Arifacts and Particles Flashing

Hello,
Since 7/12/2024 I am experiencing a bug where I can see a lot of particles flashing on my screen, both login and in game, except for passive skill tree.

I checked every possible graph settings combination, I have up to date drivers.
I cleared shaders cache etc.

Anyone has any idea what might be the issue?
