Cant Open Map Device in The Ziggurat Refuge after finishing campain

I finished the campain but cant acess the map device in the Ziggurat Refuge.. Cant acess the device in my hideout neither. Any1 has any idea?

i use map and open portal but when i go in i dc i tried over and over even after i restart and change server i keep dc i am stuck help plzzz
