POE2 Act 2 skip to Cruel Act 2

Was near the end of act 2 when I traveled to my hideout, the Hooded One was there with a quest indicator. I spoke with him and completed some kind of quest receiving an error message of "Quest requirements not met". After attempting to travel from my hideout the opening cutscene of act 2 played again, and I now have Act 1, Act 2, and Cruel Act 2 unlocked on the world map.

Same here, I haven't completed act 2 yet.
