Missing quest in Act 1 POE2

Hi, I was wondering if anyone else was having this problem where when they made a new character they didn't get quest "Finding The Forge". It was a quest given by Renly and all you had to do was travel to Ogham Village and find his tools. I made two new characters and they both didn't have this quest. Is this a current bug or is it an account bound quest where I only have to do it on one character?

I did do the quest on my first character. Had to start over so I deleted that character. My second character doesn't have access to crafting. Being in the end game without crafting is hard :(
