One with the Storm not consuming an additional Power Charge

So I'm using One with the Storm to buff up Charged Staff, my Maximum Power Charges is 5 so it should count as consuming 6 Power Charges (unless I'm missunderstanding something about the passive), but the Buff is still only showing me the Buff at Stack Level 5
Is this intended or is it a bug?

Im having the exact same issue :). Wondering if this is intended since i have 6 Power charges but only 6 stacks of the charge staff buff. As this should be 7 Stacks since "one with the storm" states "quarterstaff skills that consume Power Charges count as consuming an additional power charge"
