Consuming Questions Monk Ascendency Talent not leeching Energy Shield

I just got my Trial of Chaos completed and chose the Consuming Questions ascendency talent as an Acolyte of Chayula, which makes mana leech to also recharge Energy shield.
I have a working mana leech already with Tempest Flurry which has Soul Thief socketed into it. I also have 472 energy shield. However, when in combat the Shield does not recharge when attacking enemies even though mana still does. So the mana leech works, but the energy shield leech doesn't. Same issue here, tried several different skills and none of them worked, will have to start a new character until this is fixed which is annoying.
