Witch hunter Pitiless Killer node does not work

It says Pitiless killer gives culling strike, however monsters are completely unaffected.

Just recently ran into this myself, I'm going to have to respec into a different node, sadly.

Pitless killer + Cull the Hordes combo does not work either.

Bump. At the same time, Culling strike I support gem only workes for me when using armour piercing rounds.
