Matlan Waterways boss not spawning

I was allowed to walk through the final boss area of the Matlan Waterways in act 3 as though there were just a few enemies, but the game still treats it as a boss arena and i can't create a portal inside of it. I was able to get out with no problem, but i feel like i was supposed to fight something there.
