Stormweaver and Tempest Bell work?

Does Tempest bell get More damage for having 2 shocking ailments on a target at the same time?

So Tempest bell does More damage for each ailment (doesn't state different ailments) on the target. Stormweaver ascendancy can make targets be affected by 2 shock or chill ailments at the same time.

So does anyone know if Tempest Bell gets more 30% damage multipliers from having the additional ailment stacks?
