[POE2] Bug for buff skills weapon swap while Shapeshifted

I tried many combinations but cannot reach my goal:
"While permanently Shapeshifted, switch to buff 1 only (e.g. Arctic Armour) when swap to weapon set 1, and switch to buff 2 only (e.g. Archmage) when swap to weapon set 2." This operation is supposed to be supported, but things just didn't work. Also the behaviors of "Used With Weapon Set" checkboxes for the skills look pretty buggy in the above situation.
