Spirit rewards from new game+ ?

I was under the impression that we would be able to get the spirit items again in the second run. At least this is what everyone said in chat so I guess it could be wrong. By the end of beating act 3 the second time you should have 120 spirit right?

I just killed witch king on my second run and he dropped nothing. Still sitting at 60 base. Is this intended or a bug?
