Coat of Red Chain Mail （ 25% chance to be inflicted with Bleeding when Hit didn't work )

In poe2 ,I get Coat of Red Chain Mail and find the 25% chance to be inflicted with Bleeding when Hit didn't work.
Any kind of hit didn't bleed .
I try the all weapons I haved.Nothing is Bleeding.
Please fix this bug for making this game better.
I really want play Bleeding build,THX.

I think it's a 25% chance for YOU to be inflicted with bleeding when you get hit, not when you hit enemies.
