Visual bug on act 3 town (Ziggurat Encampment)

This only happens when I'm in the act 3 town, white screen flashes happening quite often. Just posting this in case it happens to other people as well.
Rest of the game seems to be completely out of this issue.

tried cleaning shader cache, reinstalling drivers, checking for corrupt files on steam - nothing helps

/edit: seems that switching texture quality to medium fixes it, so it is probably an issue with VRAM..
