Dustbloom Fragile Regrowth Gain Doubled

The Dustbloom unique chest piece seems to be gaining charges of Fragile Regrowth at approx. double the intended speed (~2 per second rather than 1 per second as stated on the armor). I thought maybe there was something in my build that was causing this but I can't seem to find anything.
