Orb of Storms Bug

Currently cannot cast Orb of Storms, can't even put it in my hotbar. I'd like to post screenshots, but can't figure it out, please help. I am over the level and have adequate INT, does not work even without any support gems. Shows a bugged description in the arrow menu on skill screen.

The same thing is happening to me but with comet, but i can cut a new one and it works
