Gem Quality not applied to Shockburst Rounds

Can replicate with any gem level, but will use a level 16 as an example.

Ammunition tab
-> 17 bolts loaded per clip

Shockburst Rounds tab
at 12% quality (From Gemling Ascendency)
->4 bolts loaded per clip

When using Shockburst Rounds, my character loads only 17 bolts. Quality does not affect the gem at all.
