It might be a thing where you can't add quality normally, but it can gain it via an item or passive or something.

Improves the quality of a skill gem
Would be strange if it worked with ascendancy skills. Maybe GGG will add a source of quality improvement for them later. |

holding alt indicates that there is quality to be gained. It is weird they put this in there if theres no way to get it..?
