i just found out today after 2 weeks of doing maps that she's the gamble vendor in endgame. you just have to go to the ziggurat refuge for it |

Been wondering the same. Also why does Ketzuli only sell iLvl 60 flasks in your hideout but higher iLvl ones in the chapter 3 temple?
