Rage on hit not working properly

My weapon has a "Gain 1 rage on hit" modifier but I'm not getting any rage.

I tried hitting and getting hit, but neither gave me any rage. I checked DPS numbers and it doesn't seem to be visual either.

Having same issue with this enchant on quarterstaff, using melee skills as a invoker, seems to be broken
