Mercenary | Skill Gem Quality doesnt give etra bolts for some

After upgrading LVL 15 Shockburst rounds from 0% to 20% quality i got no extra bolts. At LVL 15 it has 17 bolts, I have Dyad Crossbow which makes it 18. 20% quality should have given me 7 extra bolts but Its still on 18 max. Tried swapping Crossbows to fix it, relogging into character but no luck.

After taking gemling +12 qulity nodes in ascendacy which would give +11 instead of +7 from quality, it still has 18 bolt clip.
