Unable to use the summon minion skills from any sceptre

I went in the Trial of Chaos and the 2 skeletons that used to follow me poofed !

I died and left for town and went to kill stuff and the skeles never came back. Even if I get any different sceptre with summon skele on it they wont summon. It shows the skill in my g tab and i can add support sockets but it never summons them no matter which sceptre i use.

Funny thing is when I look at the itms they show the skill but when I link them in chat the summon minion skill isnt on the item even though it clearly should have it being called rattling sceptre.
