Monsters do not attack me even if i hit them.

Experienced the same issue in a zone while leveling, nothing in the zone would attack me, even the boss. Sometimes when I attacked a monster they would run towards me and push my character, but still no attacks. It was in the zone where you collect the soul cores for the generators, and even the boss there wouldn't attack.
