Don't add more and more crappy uniques like in POE1

So lately, I had this discussion with friends of mine that most of uniques are crap. Totally disaster. It's so much better to play with rare items. Why than, instead of making more crappy uniques add sets? In addition it could be a bonus for farming like for ex. in POE1 ya needed 6-7 sometimes 8 h to farm Oni-Goroshi. So tell me what is the purpose of killing bosses on maps if they drop some crappy uniques?

Sets would be a great chance to make farm more delicious. And players would have extra purpose to farm. And of course I'm not talking of making those sets so droppable. No. Just make players to sweat to get em.

another idea would be a unique upgrade.

Lets say we have Mist Whisper. Would be great if we could upgrade it to higher level unique by vendor recipe.

Conclusion:
1. Don't make the same misteake in POE2 where you are adding more and more crappy uniques.
2. Try to find a solution where even bad unique could have potential, especially for casual players (not all of us will play 8h per day - we need to work, have families etc.)

At least uniques can be build enabling.
Sets are impossible to balance, they are either to good to not use or too crappy. Take a look at Last Epoch, it suffers the same issue and you can't balance around them.

And then take a look at mage blood or headhunter (why is it even in PoE2 without rare monsters?), both belts are not just build enabling, they skyrocket your character
Sets are absolute dogshit trash
The fact you think PoE uniques are trash invalidates almost everything else you say. If you don't understand why PoE's uniques design is the best in genre (by a big margin), you just don't understand enough to be commenting on them, TBH.

90% of all uniques in POE1 are absolutely trash. Every new league delves were adding more and more of them to the core where it goes to the point of no return that they have no idea what to do with em.
