Cannot open connected map

On completeing the map (Steppe) I cannot open the adjacent tower.
At the start of the clip you can see 19 monsters remaining and "Map Complete" in the top right info panel, but on trying to open the connected tower, its not popping up the waystone interface (you can hear the clicking noise from me pressing on it).

The Steppe shows as "In progress" on the atlas, so i tried opening a different map which worked fine. Steppe now shows as "Complete" with green icon but still wont let me open the tower.
I had to complete the other connected map north of steppe in order to gain access to the tower.
