Witch Enfeeble Skill Gem Upgrading Bugged

There is a bug with the Witch's Enfeeble skill gem when upgrading the skill gem with uncut skill gems that "skip" levels. For example, when upgrading Enfeeble from level 3 with a level 5, and then level 7 uncut skill gem, Enfeeble's tooltip will state that it provides a 12% damage reduction against unique enemies. This seems unintentional and I don't know if the error lies in the actual damage reduction calculation as well or only the skill tool tip.
