Can't rearrannge skills is hotbar.

I can not move the skills hotkeys around. If I am in fullscreenn it minimizes the game, and if i am not in fullscreen it freezes my character until I click with my mouse. I was hoping anyone has any ways to fix this or if anyone else has seen this before, because I kinda cant play the game.
