Unable to put skills on skillbar and use them

After swapping weapons couple of times I am unable to choose skills and put them on skill bar. Moreover, skills seems to show no info/show info of different skills when clicked arrow showing additional skill info. Game breaking bug as I can't use any skills. For example, cold snap shows no dmg info and when expanding info it shows Archmage skill info. I have all the requirements to use the skills.
