Can't Complete Legacy of the Vaal, send help!

I have completed the campaign, and iv done all the map quests t1-15 through doryani and i still have the quest Legacy of the Vaal it tells me to speak to doryani. Obviously i have done this does anyone know why I cant clear this quest and does it lead to anything important>? Also I have been to the burning monolith and it did nothing

Same issue. Can't work on endgame/pinnacle until this quest is cleared, apparently. I can map, but that's it. I've tried talking to Doryani in different times/locations and nothing advances this quest.

Worked great on my first character through, but second character can't complete it.
