Quarterstaff unique dropping at level 1

I tried looking this up and I seem to be the only person this is happening to, I’ve been lucky enough to get two unique quality quarterstaffs to drop for me, which is great since I’m a monk, unfortunately both of them have dropped at level 1. The first one dropped when I was about level 45 upon beating the last boss of act 3 and the other dropped just now randomly while I’m at level 60. This is too big of a coincidence to ignore I really hope this gets fixed as this is truly crushing.
