fullscreen/windowed fullscreen causing stuttering

I am only able to play in windowed mode without stuttering. GPU drivers are up to date, verified game integrity and tried to lower all settings to no avail. Only way to fix was to switch to window mode which is annoying. At launch it was fine but logged in recently and started doing this. I have a AMD 5800X, 6700 XT with 32G of RAM. Please advise on how to fix this or is it a bug that requires GGG to fix.
