Support for custom languages

As the title suggests, I've got friends willing to play this game but they don't know English very well, they hardly understand what every item, skill does, and of course... our native language, Romanian, isn't very popular in video games.
I think, a good way to implement this, is to add this similar to how new item filters are added.

Or the other way around... to make it a supported language, I am willing to help in every way possible, and ofc there will be many others with the same mindset !
