I have questions about how to get certain afixes or prefixes on a wand

So I'm looking at PoEDB to see witch modifier I can get for crafting a good wand with a blue rarity starting base.

For now I'm looking to have "+5 to all lightning spell", and then try to upgrading it after.

My first question is can I have this modifier on a blue rarity item ?
Edit: Got the answer for this one, I got a +1 to all chaos skill on a Withered Wand with magic rarity.

My second question is do I need minimum an item level 81 to get the +5 modifier ? Since the reforging bench create items level according to the lower one of the three, I'm assuming I need to take care of that.

Can I get the +5 to all lightning spell on all type of wand or it's just Attuned Wand ?


Then if I got the modifier that I want, do I need to upgrade with Greater Essence to have the best chances to get the others modifiers that I need ?

Also is it viable to use basic "Essence of Electricity" on a normal rarity wand to have best chances to get the +5 to all lightning spell ?
