Combat Frenzy bugged

I noticed that when i equip the Clarity support gem on the Combat Frenzy skill, I’m no longer gaining charges. Is this the intended behavior?

For more info: I’m using Combat Frenzy and Resonance to gain power charges on electrocuted enemies. I have the Profusion support gem equipped and have no problems. Adding Clarity to that, creates the scenario where i no longer gaining charges.

With clarity and profusion equipped, i can gain endurance charges when i use killing palm. So I’m sure that the combination is working in some respect, but electrocuting enemies with this combination provides zero charges.

I seem to be having the same issue but mine is not tied to clarity. I've removed the clarity gem and still having issues. Plenty of spirit and meet the dex requirements.
