Pixelation while moving

I have 60 FPS 100% of the time and the game looks great while not moving, but while moving everything is pixelated, even the text boxes.

This happens everywhere in the game.
It has always been like this since installing POE2.
I've verified game files in Steam.
Reset the settings in game.
Deleted the POE2 folder from Appdata.
Tried all the different settings for graphics and none of them help in any meaningful way.
Created video recording of issue.

System Specs:
Intel i9-12900-KF (No OC)
NVIDIA GeForce RTX 4060 (No OC)
CORSAIR Vengeance DDR5 RAM 32GB (XMP II)
