Beat Act 3 cruel but game doesn't think I completed campaign

I beat act 3 cruel but cannot progress to end game. Tried to beat the end boss again but that didn't work Alva and the boss just sit in the arena, when I got to the town in act 3 I'm stuck in the past and can't get to the normal time frame, there are no npcs in my area to talk too. My other character is still fine it's just my most recent one I have the issue with.
