( POE 2 ) 2 Questions:

Question 1 - Can someone tell me why i am not generating power charges as a pure lightning monk when i fight bosses? I just can't get any, i dont understand why, i dont have this issue with the pack of monsters, only with bosses.

Question 2 - I just finished a boss map on T15 ( lvl 79 ) and when i killed the boss and finished the map he did not drop the book for me so i can put points in my boss passive tree, why is that? is it RNG based/random drop chance?
