Increased effect of withered jewel dosen't work 730.755.617

Using a jewel with 'Increased Effect of Withered' doesn't actually increase the effect. I tested with a jewel that provides 15% increased effect, but the maximum Withered effect remains at 50%. However, the 'Increased Effect of Withered' nodes on the passive tree DO increase the effect. Testing with the initial node that provides 10% increased effect, the maximum went up to 55%.

Also here to report that socketed passive tree jewel does not increase the percent effect of withered. It still increases by the default % per tick, up to 50%.
