If you have found the map tier he should sell it. Simple as that. If you want to do maps alone you are forced to either do T1's and work you're way up to your tier which is a pain in the a$$ and you aren't leveling or getting good gear. Or you have to buy T1's over and over to combine them to the tier you need which cost a sh!t ton.

To ensure you have enough waystones, you need to enhance their rarity. This will increase their drop rate, making them more readily available.

To ensure you have enough threads, make two of them and put them both in caps.

On topic: I struggled A LOT in T1-3 maps, and think I ran 9 T1 maps before dropping a T2 - all 9 were Transmuted, Augmented and Regaled. But it became much better and maps seems to drop more and more the further you progress.
