unable to use waystone in the map device

I just finish the campaign in cruel and when i try to put a waystone in the map device i got an error message


you cannot access endgame content until you have completed the campaign

and now my only quest is to speak with the hooded one in act 1 cruel to access the start of act 2 but he don't have the dialogue
